The General Urban Plan of the Territorial-Administrative Unit Ghiroda

The General Urban Plan (PUG) of Ghiroda has an innovative concept, process, and scope, in accordance with local legislation and aligned with the European Green Deal. A dynamic analytical approach has been taken, allowing transparency and flexibility in public policies for oncoming years. The PUG strategies coordinate efforts with local, regional, and European incentives, and are based on a data-driven design at various layers: work levels, networks, and implementation strategies, each with its specific tools and hierarchies. Ready-to-use and responsible regulations come in support of social-cultural centers, local character preservation, as well as for the completion of an ecological blue-green network.Building neighborhoods The PUG favors a neighborhood-based development. Territorial Units of Reference (UTR) are formed by over imposing the mobility, ecological and energy supply network grids. Each UTR comes with specific sets of rules aimed to preserve local character, to encourage proximity, sports, and community facilities in each unit, according to demographic data and predominant functions. This way, each UTR becomes a distinct neighborhood, where inhabitants generate its character.Green Ghiroda The PUG focuses on the Green Network and its sustainable development. Current legislation demands a 2m utilitarian strip on each side of the existing agricultural drainage channels, so the PUG widens this to 15m– green corridors, encouraging an active usage of the channels. All new urban developments (Urban Zonal Plans – PUZ) are required to merge at least their required 5-7% public green areas along these channels, creating new linear parks that enhance the channels’ interconnection and the attractivity of the neighborhoods. The result has many roles: green belts, ecological corridors, cycle paths, forest protection areas, wind shelters, animal crossing, and have been each regulated according to specific needs of both landscape and community.Social Ghiroda The PUG’s Social-Cultural Network focuses on its end-users, both inhabitants and entrepreneurs, and is based on data-driven predictions of potential population increase. The PUG identifies areas reserved for public schools and social facilities, that must be implemented according to the gradual densification of Ghiroda. All educational-zoned plots are required to be in 15 min. reach for the inhabitants, and must form community centers: with sport facilities, cultural spaces, playgrounds etc.
